The XIRING system, a bank card-based strong authentication solution, has already been adopted by 400,000 customers. Users insert their bank cards into a Vericode terminal connected to their computers and punch in their PIN codes on the keyboard. The aim of this plan was to make loans more easily available and increase the banks' financing potential through two instruments: the <i>Société de financement de l'économie française</i> (SFEF) and the <i>Société de prise de participation de l'Etat</i> (SPPE), an equity investment company wholly owned by the French State. In 2009, with 3.7% growth in its loans outstanding position, Groupe BPCE has outperformed the market as a whole, which only achieved growth of 2.7%. The French savings banks boast a market share of 40% with individual customers, having granted 3,000 new loans representing aggregate outstandings of nearly €6 million. Today, when the merger is about to be consummated, what is your opinion of the past few months? I’m proud of the work achieved by the people from both groups in the space of three months. We set ourselves the target of completing the merger in 90 days. The Boards of Banque Fédérale des Banques Populaires and Caisse Nationale des Caisses d’Epargne have approved the merger plans and the new Group already exists. Indeed, the Group’s new identity will be presented to the public today. What messages would you like to deliver on this occasion? The new Group will be called BPCE. We wanted a simple name in which both the Banques Populaires and the Caisses d’Epargne could recognize themselves; but we wanted a name in which neither network would be eclipsed because our customers are familiar with the Caisse d’Epargne and the Banque Populaire brands, and both networks are destined to continue expanding their activities. How will these two brands be organized around the new central body? Our idea is extremely simple: two networks, two names, two trademarks each with their particular strengths, no brand specialization, and one central body, BPCE, set up quite simply to serve its shareholders - the Caisses d’Epargne and the Banques Populaires - with a view to providing them with the best service in the most cost-effect manner possible. Could you tell us when the merger will be finalized from a legal point of view? What are the next stages in the process? A general meeting of the shareholders of the Banques Populaires and Caisses d’Epargne will be convened on July 31 to the effect that, legally, the new central institution, BPCE, will come into being on July 31. Monday, August 3, will be the first day in operation for the new central institution. But the important date was June 24, 2009, when the two Boards first approved the merger. What assurances can you give about jobs? I have made the trade unions a number of extremely clear commitments, emphasizing that the industrial relations maintained by our two Caisse d’Epargne and Banque Populaire Groups have traditionally been founded on a constructive dialogue with the employees’ representatives… and certainly not based on compulsory redundancy schemes. I also reminded the unions that we are not merging the networks - the Banques Populaires will not be merging with the Caisses d’Epargne at a local level - but if projects are developed calling for adjustments in terms of employment, then we would proceed as we have always done in both groups, i.e. by pursuing a dialogue with the trade unions on the basis of voluntary departures and never on the basis of forced redundancies. This is not the industrial relations tradition of either group and it will not be the industrial relations tradition of Groupe BPCE. Can you already tell us about some of the key aspects of the new Group? First of all, BPCE will be a more financially robust group, boasting capital of almost 37 billion euros. It is one of the most financially robust banking groups in Europe. BPCE will also be two brands, two distribution networks that, together, will form the most powerful and most extensive network in France - after that of the French post office - that will pursue its core business activity: retail banking at a local level. It will also provide an opportunity to ensure that the subsidiaries we now share in common more effectively serve the Caisses d’Epargne and the Banques Populaires, and more effectively serve their customers who are also the customers of both networks. It is also a decentralized group based on 37 autonomous regional institutions: 17 Caisses d’Epargne and 20 Banques Populaires. It will be a Group founded on the values of business creation, personal initiative, and the entrepreneurial spirit, a Group that will place efficiency at the very heart of its operations; not efficiency for its own sake but because efficiency is the guarantee of the long- term prosperity of BPCE and of all the Caisses d’Epargne and Banques Populaires within it. Lastly, it will be an opportunity to take further steps - when the time is ripe and once we have put the group’s accounts on a sounder footing - in the international arena, notably for developments beyond the borders of France. In 2009, with 3.7% growth in its loans outstanding position, Groupe BPCE has outperformed the market as a whole, which only achieved growth of 2.7%. On December 16, 2009, for example, an agreement was reached leading to the creation of the Banque Populaire Joint Commission. This new body is responsible for negotiating national collective agreements applicable to companies in the Banque Populaire network and their employees. This agreement includes the introduction of a psychosocial risk appraisal system in the different companies of the division. It also provides a framework for the development throughout Groupe BPCE of a policy aimed at preventing psychosocial risks.<br /> ]]> <![CDATA[<br /><font color='#A523F4' ><b>ECO-PTZ LOAN: GROUPE BPCE MOBILIZES ITS SUPPORT!</b></font> <p><img src='img/img_banque.jpg'></img></img>French banking institutions have shown strong support for the launch of the Eco-PTZ, an interest-free loan designed to support environmentally friendly projects. It was in the branch of the Banque Populaire in Gif-sur-Yvette (a town in the southwest Paris suburbs) that the first interest-free eco-loans were signed in the presence of Jean-Louis Borloo, Minister for Ecology, Energy, Sustainable Development and Town & Country Planning in the French government. This new loan allows individual customers to take out interest-free loans to finance work undertaken to improve the energy efficiency of their main homes. Customers may borrow up to €30,000 (to finance work to improve insulation, heating, etc.) reimbursed over a period of 10 years. By the end of 2009, the Caisses d'Epargne had distributed 9,315 Eco-PTZ loans, representing an estimated market share of 12.5% of the overall production of 75,000 eco-loan offers made at December 31, 2009. For their part, the regional Banque Populaire banks distributed 7,500 Eco-PTZ loans, equal to a market share of 10%.</p> <font color='#A523F4' ><b>GROUPE BPCE: No.1 BANK FOR MICROCREDIT</b></font> The combined results of the Caisses d'Epargne and the Banque Populaire banks in 2009 confirm Groupe BPCE's position as the No.1 French bank for personal and professional microcredit solutions accompanied by support measures. The French savings banks boast a market share of 40% with individual customers, having granted 3,000 new loans representing aggregate outstandings of nearly €6 million. The Banque Populaire banks are the market leaders in the professional microcredit segment, having granted over 6,000 loans to the creators of micro-companies in 2009 for an aggregate total of almost €17 million. For these two types of microcredit, the Crédit Coopératif subsidiary makes a decisive contribution to an activity that meets new economic and social needs; this type of financing has increased overall by 25% in volume in the space of the past year. <font color='#A523F4' ><b>BANQUE POPULAIRE, A PARTNER OF<br />THE NICOLAS HULOT FOUNDATION</b></font> <p><img src='img/fondation.jpg'></img>In February 2009, the Banque Populaire banks signed a 3-year partnership agreement with the Nicolas Hulot Foundation for Nature and Mankind. This state-approved foundation boasts more than 800,000 supporters and pursues its activities at a local level in liaison with a network of regional offices. Thanks to this partnership, the Banque Populaire banks will benefit from the work of leading environmental experts and exchanges between the Foundation, the French administration and partner organizations with a view to anticipating the expectations of society as a whole. This partnership represents a new departure in NGO/company relations thanks to its resolutely pragmatic, action-oriented nature. <font color='#A523F4' ><b>14 FUNDS MANAGED BY NATIXIS ASSET MANAGEMENT RECEIVE<br />THE NOVETHIC SRI LABEL</b></font> <p><img src='img/eccureuil.jpg'></img>In October 2009, the Novethic SRI label was awarded to fourteen Socially Responsible Investment funds (SRI) managed by Natixis Asset Management on behalf of its own direct customers or, more specifically, on behalf of customers of the Banque Populaire and Caisse d'Epargne networks. The aim of this label is to encourage the development of information about SRI funds that is as transparent as possible and to provide a simple benchmark for the benefit, in particular, of private investors. The SRI Novethic labels will replace the former Novethic rating system, which ranged from "AAA" for the best funds to "B" for the least good. Attributed for a period of one year, they are audited every six months. Of the fourteen funds awarded this label, three are marketed by the Banque Populaire banks (Fructi Euro ISR; Fructi H2O; Fructi ISR Obli Euro) and three by the Caisses d'Epargne in the <i>Ecureuil Bénéfices</i> range (Ecureuil Bénéfices Emploi; Ecureuil Bénéfices Environnement; Ecureuil Bénéfices Responsable).
